In order to facilitate the relationship of the city with the collective bargaining units, the Mayor may designate one or more officers or employees of the city as a representative or representatives of the city in dealing with the units. All dealings of the unit with the city shall then be through that representative, except as may otherwise be provided in a collectively bargained agreement.
