(A) Establishment. The wages, salaries or other compensation paid to the various officers and employees of the city shall be established by the city through it appropriation ordinance or other ordinance authorizing expenditures consistent with this personnel policy.
(B) Payment. All compensation shall be paid only upon payrolls duly certified to by the respective heads of departments and boards of the city and after the payrolls have further been approved by the auditing committee of the City Council and have been ordered by the City Council to be paid.
