The city establishes the policy of determining the terms, conditions and privileges of employment (including, but not limited to, recruitment, selection, placement, testing, systems of transfer, promotion and benefits) without regard to race, color, religion, sex, age, economic status, national origin, handicap, political affiliation or other prescribed consideration.
