All personnel of the city owe a duty of loyalty to the interests of the city. No personnel shall be interested, directly or indirectly, in any form, fashion, or manner, as partner, officer, director, stockholder, advisor, consultant, employee, or in any other form or capacity in any business, concern or matter which conflicts with the duty of loyalty.
