All offices and positions of employment in the service of the city shall be subject to the provisions of the personnel policy as outlined by the code and or employee handbook, unless specifically exempted in whole or in part under its provision. It is intended that these provisions shall apply regardless of the time of the creation of the office or position or the time of appointment or employment.
