The city hereby adopts and incorporates herein by this reference, as if fully set out herein, the City of Quincy Employee Handbook of 2009, which sets forth the city’s personnel policies and procedures, except those of which that are covered by a collectively bargained agreement, and which policies and procedures are in addition to those provisions contained in this subchapter. The employee handbook, upon the recommendation of the Director of Human Resources and the Personnel Committee, may be revoked or amended from time to time as deemed necessary, in whole or in part, by the City Council in the form of a resolution thereof. The Department of Human Resources shall maintain the employee handbook and any amendments thereto, and make the same available to all city employees.
