The purposes of the personnel policy are to:
(A) Establish for the city a comprehensive system of personnel administration;
(B) To establish guidelines and policies relative to personnel administration in the form of an employee handbook as provided hereinafter;
(C) To coordinate personnel administration;
(D) To assist officers and employees to better understand working conditions;
(E) To help officers and employees to improve their competence in the performance of their duties; and
(F) To serve as the basis for decision making by those involved in the administration of personnel for or on behalf of the city.
