The offices of the various city officials, except the Police Department and Fire Department, shall be open every day for business except Saturdays, Sundays, and legal holidays from 8:00 a.m. to 4:30 p.m. and a day’s work for the employees of the office shall be seven hours; provided, however, that any city official may direct the employees of his or her office or department to work additional hours without additional compensation up to an additional five hours unless an exempt employee, when in his or her judgment the need arises.
