The salaries and pay of all elected city officers, appointed officers, and other employees employed by the city shall be paid weekly or bi-weekly or in accordance with a collective bargaining agreement. All salaries and wages shall be paid only upon payrolls duly certified by the respective heads of departments and boards of the city after such payrolls have been approved by the finance committee of the City Council and have been ordered by the City Council to be paid.
