Commission members shall serve without compensation, except, however, they shall be entitled to reimbursement for actual out-of-pocket expenditures authorized in advance that are incurred in connection with the duly authorized business of the commission. This provision shall not be construed to prevent members of the City Council from receiving their usual compensations as such.
