Should the City of Quincy or County of Adams desire to withdraw from the Joint Intergovernmental agreement, written notice thereof shall be required to be given not less than two years in advance of such withdrawal. However, if at the time notice is given there is any collective bargaining agreement in place, the withdrawal may not be effective earlier than the expiration of the then current collective bargaining agreement but not exceeding more than three years after such written notice.
