(A) Generally. The Commission shall carry on research, obtain factual data and conduct public hearings to ascertain the status and treatment of racial, religious and ethnic groups in the city and the best means of progressively improving human relations in the entire city; provided, however, that factual or statistical data gathered by the Commission shall not be released by the Commission or its individual members except under the following procedure, and no public hearing shall be held, except under the following procedure.
(B) Procedure. Proposals or requests for the release of factual or statistical data or for publication of material gathered or for the conduct of a public hearing shall be made at a regularly scheduled meeting of the Commission and no action on the proposals or requests shall be taken until the next regularly scheduled meeting of the Commission which shall be at least 28 days thereafter, at which time or thereafter, the Commission may take action on the proposals or requests by an affirmative vote of a majority of the full membership of the Commission. The Commission shall, make recommendations to the Mayor and City Council as in its judgment will effectuate the policy of this subchapter.
