§ 40.156 ESTABLISHMENT OF COMMISSION.
   (A)   There is hereby established a commission to be known as the Human Rights Commission consisting of nine members to be appointed by the Mayor, by and with the advice and consent of the City Council, to serve for three years or until their successors are duly appointed and qualified; provided, however, that of the initial members, five shall be appointed for three years, five for two years and five for one year. The Commission shall choose its own Chairperson and Secretary. The Commission shall render an annual report to the Mayor and City Council.
   (B)   Quorum. Five voting members of the Commission shall constitute a quorum; provided, however, that if any vacancies exist as to voting members a simple majority of voting members then serving shall constitute a quorum.
