(A) There is hereby created a Traffic Commission of the city to serve without compensation, which shall consist of the following persons: the Chief of Police, Chief of the Fire Department, Director of Utilities and Engineering, Director of Administrative Services, one member of the City Council to be appointed by the Mayor, the Human Resources Director of the city and the traffic analysis officer of the Police Department, and five additional members to be appointed by the Mayor with the approval of the City Council
(B) The terms of the five appointed members shall begin from the date of their appointment and their successors in office shall be appointed each year thereafter with the term of office of one member expiring annually.
(C) Vacancies in the members shall be filled for the unexpired term of the member whose place shall become vacant in the same manner as the original appointment.
