(A) Approval. Following approval of the preliminary plan by the Council, the applicant shall prepare and submit a final subdivision plat to the Director of Engineering. Provided the final subdivision plat is consistent with the approved preliminary plan and complies with all applicable provisions of this chapter and § 161.12 regarding final plat security, the Director of Engineering shall certify the final plat and return it to the applicant. The final plat shall be black on white and four prints shall be submitted to the Director of Engineering. The final plat shall be drawn at a scale of 100 feet or less to the inch, and shall reference the State Plane Coordinate System, NAD 83, Illinois, West Zone from an accurate survey that identifies the initial control, on one or more sheets whose maximum dimensions are 24 inches by 36 inches. A final plat shall be submitted to the Director of Engineering in PDF format in addition to the final hardcopy plat. If the proposed subdivision is to be served at any time by city water or sanitary sewer services, the final subdivision plat must be accompanied by an annexation covenant, in a recordable form acceptable to the Director of Engineering, covering all lots in the subdivision.
(B) Final plat requirements. The final subdivision plat shall include:
(1) The boundary lines of the land being subdivided with accurate distances and bearings.
(2) The lines, width and names of all proposed streets.
(3) The boundary line of any land which is to be dedicated for public use.
(4) The line of departure of one street from another.
(5) The boundary lines of all adjoining lands and the lines, width and names of adjoining streets.
(6) All lot lines and an identification system for all lots and blocks.
(7) Lot addresses in compliance with Chapter 160: House Numbering.
(8) Building line dimensions and easements for drainage, public access or utilities.
(9) All linear and angular dimensions, expressed in feet and decimal feet, locating the boundaries of all subdivisions, lots, streets, easements, building lines and any other public or private uses.
(10) Radii, arcs and chords, points of tangency, central angles for all curvilinear streets and radii for all rounded corners.
(11) Extent of 100-year and 500-year FIRM floodplains, where applicable.
(12) All survey monuments and benchmarks, fully described and installed, including all lot corners.
(13) Subdivision name and description of land subdivided, showing location and size, bearings, scale of plan with graduated bar, and name of all owners of record.
(14) Certification by a licensed Illinois professional land surveyor, that the plat represents a survey made by, or under the direct supervision of, such surveyor and that all required survey monuments are correctly shown thereon, in substantially the following form:

(16) All built road centerline, water lines, sanitary sewer and storm water sewer plans to be submitted to the Director of Engineering in CAD format.
(17) Submission of all dimensions from the nearest downstream sanitary manholes for all lateral connections to sanitary sewer to the Director of Utilities.

(26) If the subdivision contains private streets, a statement conforming to § 161.14 is required.
(27) Upon satisfaction of all conditions set forth in division (B), subdivisions (1) through (27), the developer shall file the plat with the Clerk/Recorder of Adams County and shall provide copies of the recorded plat to the Director of Engineering and applicable Township Assessor. A copy of any Restrictive Covenants or Association By-Laws shall also be provided to the Director of Engineering and Commission Secretary.
