It is found and determined that this subchapter and the provisions thereof prevails over ILCS Ch. 65, Act 5, §§ 10-2.1-1 to and including 10-2.1-30in accordance with the provisions of the Illinois Constitution of 1970 as in the case made and provided, and it is the intent of this subchapter to pre-empt the act of the state as herein set forth.
