There is hereby established in the city a Board of Fire and Police Commissioners which shall consist of three members of the municipality to be appointed by the Mayor by and with the consent of the City Council. Each member of the Board shall be appointed for a period of three years and until their respective successors are appointed and have qualified. No appointments, however, shall be made by the Mayor within 30 days before the expiration of his or her term of office.
