Any person who shall carry away without authority, willfully or maliciously cut, write upon, injure, deface, tear or destroy any book, periodical, newspaper, plate, film, recording, engraving or other property belonging to the city and constituting a part of the property devoted to the use of the public library, shall be subject to a fine as provided for in § 10.99.
