§ 40.019 MEETINGS AND ORGANIZATION OF BOARD.
   The Directors shall elect one of their number President and other officers as they may deem necessary. They shall make and adopt by-laws, rules and regulations for their own guidance and for the government of the library and reading room as may be expedient and not inconsistent with the provisions of this subchapter. They shall have the exclusive control of the expenditure of all monies collected to the credit of the Library Fund and of the supervision, care and custody of the grounds, room or buildings constructed, leased or set apart for library purposes. The Board shall appoint a suitable librarian and necessary assistants and fix their compensation and shall also have power to remove appointees; and shall, in general, carry out the spirit and intent of this subchapter in establishing and maintaining a public library and reading room of the greatest benefit to the greatest number; and the Board may exclude from the use of the library and reading room any and all persons who shall willfully violate the rules. The Board may extend the privileges and use of the library to persons residing out of the city upon the terms and conditions as the Board may from time to time by its regulations prescribe.
