Their term of office shall be for three years from July 1 following their appointment; and annually thereafter the Mayor shall, by and with the advice and consent of the Council, before July 1 of each year, appoint three Directors to take the place of the retiring Directors, who shall hold office for three years, or until their successors are appointed. The Mayor may, by and with the advice and consent of the Council, remove any Director for misconduct or neglect of duty.
