The affairs of the library shall be managed and controlled by a Board of nine Directors who shall be appointed by the Mayor, by and with the advice and consent of the Council, and who shall be chosen from the citizens at large with reference to their fitness for the office; at least three of the Directors shall be women and not more than one member of the City Council shall, at any one time be a member of the Board.
