§ 40.015 PUBLIC LIBRARY CREATED.
   There is hereby created and shall hereafter be maintained and recognized as a governmental department of the city, a public library and reading room for the use and benefit of the inhabitants of the city and which shall be forever free to the use of the inhabitants, always subject to reasonable rules and regulations as the Board of Directors of the library may adopt.
