There is hereby established the Board of Local Improvements, which shall consist of the Mayor who shall be President of the Board, the Director of Utilities and Engineering and the Superintendent of Streets. The Board is especially charged with performing all the duties relating to local improvements to be paid wholly or in part by special assessments or special taxation, in the manner provided by statute.
