§ 39.52 AUTHORITIES AND DUTIES OF DEPARTMENT.
   The Department shall have the following powers, duties and responsibilities for planning and development in the city:
   (A)   Maintenance of permanent and current; records of the zoning code and comprehensive plan, including, but not limited to, all maps, amendments and special uses, variations, appeals and applications therefore;
   (B)   Receipt, filing and forwarding to the City Clerk of all applications for amendments to the zoning code or comprehensive plan, including applications for special uses and planned development;
   (C)   Review and investigation of any applications for:
      (1)   Amendments to the zoning code or comprehensive plan;
      (2)   Special use permits or amendments or modifications;
      (3)   Planned unit developments or amendments thereto; and
      (4)   Variances.
   (D)   Submission to the Plan Commission and City Council of recommendations regarding any applications for proposed amendments to the zoning code or comprehensive plan, including special uses and planned developments;
   (E)   Submission to the Zoning Board of Appeals and City Council of recommendations regarding any proposed variances as administered by the Zoning Board of Appeals;
   (F)   Initiation, direction and review, from time to time, of a study of the provisions of the comprehensive plan, and submission of reports to the Plan Commission and City Council regarding the status and effectiveness of the zoning code and comprehensive plan;
   (G)   Inspection of buildings, structures and uses of land to determine compliance with the terms of the city’s building, life safety and zoning codes and regulations;
   (H)   Maintenance of permanent and current records of all building and life safety including plumbing and electrical code, applications and permits;
   (I)   Development and promulgation of rules, regulations and procedures, subject to the approval of the City Council, regarding zoning, building and community or economic development administration or procedures;
   (J)   Promotion and encouragement of economic and community development, including but not limited to:
      (1)   Collection and maintenance of information and records regarding industrial, manufacturing, business and commercial opportunities and possibilities in the city, such as available and potential transportation facilities, utility resources, business and consumer markets, labors markets, industrial, commercial and residential resources and sites and recreational facilities;
      (2)   Encouragement and promotion of new industrial and commercial enterprises to locate within the city and/or region;
      (3)   Encouragement and promotion of the growth, expansion, retention of existing industrial and commercial enterprises in the city and the creation new employment and creation of existing jobs therefrom; and
      (4)   Preparation, application and administration of any and all grants, loans, gifts for community and economic development.
   (K)   Provide assistance to the Quincy Preservation Commission in review and evaluation of place structures and districts for historic and/or landmark designation and other assistance for the Commission in the performance of its obligations and powers as provided in §§ 40.235 through 40.237 of this code; and
   (L)   Coordination and promotion of building and zoning enforcement and planning in a manner consistent with historic and architectural preservation and public health, welfare and safety.
