§ 90.055 NEGLECT.
   Any animal owner or keeper who fails to provide proper drink, food, space and shelter, sanitary conditions, necessary veterinary care and who causes his or her animal(s) unnecessary suffering shall be deemed in violation of this section.

§ 90.056 ABANDONMENT.
   Owners and keepers of companion animals and livestock will ensure continuity of care for their animals. No person shall abandon or cause to be abandoned any animal anywhere within the county in any public or private place, way or building.

ANIMAL EXCREMENT
§ 90.070 OWNER OBLIGATION OF DISPOSAL.
   No person shall allow cat or dog feces to accumulate in any yard, pen or premises in or upon which a cat or dog shall be confined or kept so that it becomes offensive to a reasonable person or a health hazard to the residing cat or dog.

§ 90.071 APPROVED DISPOSAL METHODS.
   Excrement disposal may be through burning, burying, composting or bagging and placing in the trash, or as directed in local restrictions.

RESTRAINT OF ANIMALS
§ 90.085 DUTY TO RESTRAIN.
   (A)   It shall be the duty of the owner or keeper of any dog to keep the dog under restraint and control at all times while the dog is off the real property limits of the owner or keeper.
   (B)   For the purpose of this section a dog is deemed under control when:
      (1)   It is securely and humanely confined within a vehicle, parked or in motion;
      (2)   It is properly confined within a secure enclosure with the permission of the property owner where the enclosure is located;
      (3)   It is securely restrained by a leash or other device held by a competent person;
      (4)   Is under voice command of a competent person who is the immediate proximity of the dog; or
      (5)   Is engaged in lawful hunting accompanied by the owner or keeper.
