Prior to conducting the public hearing as required in Section 1288.06, written notice of such hearing shall be mailed by the Commission, by first class mail, at least ten days before the date of the hearing to property owners within, contiguous to, and directly across the street from the parcel for which special use is being requested. The applicant requesting the special use shall provide the owner names and addresses.  Failure by the applicant to submit a correct and complete list of the owner may invalidate the Commission's actions. The notice shall contain the same information as required in Section 1288.07.
