(a) The Village Administrator is hereby ordered not to provide water service to, or allow the tapping of the water distribution lines by, any residence, business or building until such time as all tap-in fees have been paid to the Village in cash or by certified check. Said payment shall be made to the Clerk-Treasurer of the Village and the Clerk-Treasurer shall advise the Board that said fees have been paid in full.
(b) No person shall tap the water distribution system of the Village without first obtaining all necessary permits and paying all tap-in fees, and any person who taps into said water distribution system without first obtaining said permits and paying all necessary fees shall be subject to the penalty as provided in Section 1040.99 each time that such illegal tap-in is formally certified to the party in violation.
