(a) When an applicant has been denied a license by the Mayor, or an applicant's license has been revoked, no new application shall be considered for a period of three months; except that whenever such license was revoked for driving a vehicle during a period for which his or her license has been suspended, as provided in Section 866.25, the driver shall not be eligible to receive a new license for a period of one year from the date of revocation.
(b) This section shall not apply in cases of permanent revocation.
