(a) The Fiscal Officer may receive taxicab license applications whenever taxicab licenses are available for purchase. The Mayor, or his or her designee, shall issue such taxicab licenses as are necessary to cover the applicants who have applied for taxicab licenses under this chapter, and who have conformed to the requirements of this chapter, unless the Council of the Village, by resolution, shall limit the number of taxicab licenses which can be issued, based upon the health, welfare, and safety of the public in the Village, or as provided in Sections 866.36 and 866.37.
(b) Taxicab licenses, if available for purchase, shall be issued to such eligible applicants upon completion of the following:
(1) Payment of the proper license fee pursuant to Section 866.07;
(2) Furnishing to the Fiscal Officer information covering the particular vehicle to be licensed, as provided in Section 866.04, including State license number, the motor and serial numbers thereof, the name and address of the person from whom the vehicle was purchased or leased, together with a copy of the certificate of title, or memorandum certificate of title and any other information required by the Fiscal Officer;
(3) Furnishing to the Fiscal Officer evidence of liability protection as required in Section 866.17; and
(4) Certification by the taxicab owner under Section 866.15 that the vehicle to be licensed has been inspected and that it complies with all pertinent safety regulations. The vehicle must be in a thoroughly safe condition for the transportation of passengers, clean, fit, of good appearance and well painted and lettered.
(c) After a taxicab successfully completes the inspection, a windshield decal shall be issued by the Fiscal Officer and shall be affixed to the windshield in the lower right corner of the windshield. The sticker shall clearly indicate that the vehicle has received and satisfied the inspection.
