(a) It is hereby determined that 36 taxicab licenses issued to owners of taxicabs is sufficient to serve adequately the need for taxi service in the Village. Each public taxicab license shall be prominently displayed in the vehicle.
(b) No owner or company shall be issued more than eight taxicab licenses.
