8-2-7: COLLECTION:
   A.   Duty To Place For Collection; Frequency: The Authority or its authorized contractor shall collect from the residential areas of the City not less than weekly and from designated business routes food bags and refuse; provided, that it shall be the duty of any person in possession or control of any premises to place the storage containers required in Section 8-2-5 of this Chapter in a convenient location for collection as designated by the City and the contractor; whereby collectors can obtain the same without going into buildings, garages, locked gates or fenced yards with dogs. All containers and grounds immediately around the same shall be kept in a safe and sanitary condition at all times. (1988 Code § 17-216; amd. 2000 Code)
   B.   Rubble; Excessive Accumulations: The places having rubble and excessive accumulations of garbage and refuse shall be included for minimum or nominal service, but may be excluded from additional service provided by the Authority, the option resting with the Authority and such accumulations shall then be removed and disposed of at the expense of the owner or person having same in charge; provided however, that the owner or person having such accumulations in charge shall secure from the City Clerk a written permit for the scheduled removal and disposal of the same, unless the removals are performed by arrangement with the contractor.
   C.   Bulky, Heavy Materials: Heavy accumulation such as brush, broken concrete, ashes, sand or gravel, automobile frames, dead trees and other bulky, heavy materials shall be disposed of at the expense of the owner or person controlling the same under the direction of the Sanitation Officer.
   D.   Water Closets, Stables And Pens: It shall be the duty of any person, owner, lessee, agent of the owner or lessee, or person having the charge and control of any premises in the City on which there is located a water closet, privy, stable, cow shed or stock pen or lot, or other place where refuse shall accumulate, to clean the same and to remove any excrement, filth, manure, decayed foul or offensive matter therefrom and to place the same not less than one mile outside the limits of the City.
