It is unlawful for any person to ride or drive any animal, or to drive any vehicle, over any newly paved street, avenue or alley in this city before such paving shall have been accepted by this city, and before the same shall have been formally opened by this city for public travel thereon. The contractor or other person having charge of the paving shall erect and maintain barriers at the end of the streets, avenues, alleys or walks on which such paving is being done, as well as at all street intersections thereon.
