It is hereby declared that Mill Street in the City from a point five-tenths (0.5) mile north of its intersection with Graham Avenue to a point seven-tenths (0.7) mile south of such intersection for the purposes of traffic control and all other purposes shall be marked, designated, considered and treated as a four (4) lane highway or roadway.
