All ordinances of the City governing and regulating the operation of motor vehicles and other traffic upon roads, streets and highways that now exist or that may hereafter become effective shall be in effect on any road, street and highway that may now or hereafter form the boundary of the City as though the road, street or highway were within the City limits.
