Except as specifically provided by law as set forth in this title, the Traffic Code shall be controlling and apply to the use of City streets, alleys, thoroughfares, parks, parkways, public parking lots, school driveways, streets, parking lots or any other public right-of-way or City-owned land, including streets and other ways that form the boundary line of the City, by pedestrians and by vehicles of every kind, whether self-propelled or otherwise, and whether moving or at rest.
