2-4-2: APPLICABILITY; EXCEPTIONS:
The tax authorized and levied under this Chapter, shall apply to all persons engaged in the business of furnishing power, light, heat, gas, electricity or water, except it shall not apply to any person operating under a valid franchise from the City. (1988 Code § 7-402)
