A. Any person who drives any vehicle with a wilful or wanton disregard for the safety of persons or property is guilty of reckless driving. Any person who shall operate any vehicle upon a public way negligently, heedlessly or without due caution in a manner to endanger or be likely to endanger any person or property is guilty of reckless driving.
B. Every person convicted of reckless driving shall be punished upon a first conviction by a fine of not less than twenty five dollars ($25.00) and on a second or subsequent conviction, shall be fined not less than one hundred dollars ($100.00), and in no event shall the fine be in excess of five hundred dollars ($500.00).
