10-2-2: OBEDIENCE TO LAWS AND PUBLIC OFFICERS:
   A.   Obedience To Traffic Laws: It is unlawful and, unless otherwise declared in this Title, it is a misdemeanor for any person to do any act forbidden or fail to perform any act required in this Title.
   B.   Obedience To Police Officers: Members of the Police Department are hereby authorized to direct all traffic in accordance with the provisions of this Title and in emergencies as public safety and convenience require. No person shall wilfully fail or refuse to comply with any lawful order or direction of any police officer. Except in case of an emergency, it shall be unlawful for any person not authorized by the Police Department to direct or attempt to direct traffic.
   C.   Direction Of Traffic At Scene Of Fire: Any Fire Department officer in command, or any fireman designated by him may exercise the powers and authorities of a police officer in directing traffic at the scene of a fire or where the Fire Department has responded to any emergency call for so long as Fire Department equipment is on the scene, in the absence of or in assisting police.
