A special fund shall be established for deposit of the proceeds of the sales of the motor vehicle licenses, and the proceeds shall be used for the purpose of improving, paving, repairing or maintaining the streets and other public roadways within the city, provided that the actual cost of the collection of the fees charged herein and the disbursement thereof may be deducted from the total amount collected, and not to exceed thirty five percent (35%) of such fees may be used for payment of salaries and wages of police officers engaged in the duties of regulating traffic.
