Leased or rented vehicles shall be licensed in the name of the owner or custodian of the vehicle and if such vehicle is in custody of the resident of this city assigned to him in total use, the resident shall be required to license such vehicle as provided herein. Lease or rental agencies located within the city shall be required to license all vehicles based in the city that are registered in the state. (Ord. 0-85-03, 2-4-1985)
