Transfer of vehicle license from one person to another is prohibited. Transfer from one vehicle to another vehicle of the same ownership is authorized when such transfer complies with all provisions attaching thereto. The transfer fee shall be as set out in section 10-1-7 of this chapter. Transfer of a vehicle license from one classification vehicle to another classification vehicle of the same ownership when the second classification vehicle is of a greater fee class may be made by paying the difference in the fee on an annual or prorated basis as shall be found applicable. The transfer fee shall be waived in such cases. Transfers from one classification to another classification when the second classification is of a lesser fee class may be made with no transfer fee charge; provided, however, no rebate shall be allowed.
