9-3-3: PERMIT SYSTEM; PENALTY:
   A.   Requirement Of Valid Alarm User Permit; Penalty:
      1.   It shall be unlawful for any person, entity or alarm user to maintain or operate an alarm system without a valid and effective alarm user permit.
         a.   The maintenance or operation of an alarm system without an alarm user permit or after an alarm user permit has been revoked pursuant to section 9-3-5 of this chapter shall constitute an offense punishable by a fine of not less than twenty five dollars ($25.00) nor more than five hundred dollars ($500.00) for each offense and each day that the violation continues shall be regarded as constituting a separate offense.
         b.   The city shall have no obligation to respond to an alarm occurrence for an alarm system that does not have a valid and effective alarm user permit.
         c.   In addition to any other remedy provided by law, the city may, whenever it shall have knowledge of any alarm system not operated or maintained in accordance with the provisions of this section, take all necessary steps to effect the removal of such alarm system.
   B.   Requirement For "Delay Mechanism": No alarm user permit shall be issued for any alarm system that is not equipped with an alarm delay mechanism that allows for at least a fifteen (15) second delay before activation of the alarm. (Ord. 0-99-21, 9-20-1999, eff. 9-20-1999)
   C.   Alarm User Permit Fee:
      1.   There shall be an alarm user permit fee of fifty dollars ($50.00), or pro rata portion thereof, for the first calendar year, payable to the city with submission of the alarm user permit application.
      2.   There shall be an annual renewal fee of forty dollars ($40.00), payable to the city on or before March 31 of each new calendar year. The annual renewal license fee shall be eighty dollars ($80.00) when the renewal registration is submitted on or after April 1 of each calendar year. (Ord. 0-11-26, 9-12-2011)
