It is the purpose of this chapter to protect animals from neglect and abuse, to protect residents from annoyance and injury by animals, to assist in providing housing for animals in the custody of the city, to cover the cost of licensing and caring for animals, to encourage responsible pet ownership, and provide for the assessment of penalties for violators and for the enforcement and administration of this chapter.
