8-5-7: SERVICE CONNECTIONS:
No person shall make any connection to any sanitary sewer owned or controlled by the City, except upon application to the City Administrator and issuance by said City Administrator of a permit authorizing the connection to be made.
   A.   Inspection Fee: An inspection fee in the amount of fifty dollars ($50.00) shall be paid to the Collector of the City at the time that application for a permit is made. If more than one inspection is required before the connection is approved by the City, an additional fee of twenty five dollars ($25.00) for each subsequent inspection shall be paid.    B.   Connection Fees: The fees for a service connection to any sanitary sewer owned or controlled by the City shall be as follows:

This connection fee shall be paid at the time application is made for a permit. (Ord. 0-01-11, 5-7-2001, eff. 5-17-2001)
   C.   Requirement For Connection: No building or structure shall be served by a private individual waste disposal facility if an operating sanitary sewer main is accessible to said property; provided, however, that any building or structure currently served by such a private individual waste disposal facility may continue to be so served notwithstanding the accessibility of a sanitary sewer main, through December 31, 1988. A sanitary sewer main shall be deemed accessible to a building or structure if the property on which such building is located is within four hundred feet (400'), measured along a street, alley, or easement, of the sewer main, and a connection conforming with the standards of the applicable ordinances of the city or regulations of any other entity having control of such main may be made thereto.
   D.   Contractor's Bond: Before any work is commenced for the connection of a building drain to a sanitary sewer main, the individual or firm constructing the building drain shall provide a bond payable to the collector of the city in the penal sum of five thousand dollars ($5,000.00) to be in force for a period of one year from the date of completion of the work. Any sewer builder contemplating making several connections to a sanitary sewer main of the city may, with the permission of the city administrator, give to the collector of the city a general bond in the amount of ten thousand dollars ($10,000.00) to be in force for a period of not less than one year from the date of completion of the work. The aforesaid bonds shall be in a form approved by the city attorney, executed by surety or sureties approved by the collector and conditioned on the fulfillment of the applicable ordinances of the city.
   E.   Specifications For Connection: All building drains to be connected to the sewer main of the city shall be constructed in accordance with the following specifications:
      1.   Materials: All sewer pipe used shall conform to one of the following:
(Minimum Size: No sanitary sewer service conveying raw sewerage shall be less than 6 inches in diameter.)
         a.   Extra strength clay sewer pipe - shall meet the requirements of ASTM Des:C200. Joints shall meet the requirements of ASTM Des:C425, flexible compression joints using materials having resilient properties.
         b.   Concrete sewer pipe - shall meet the requirements of ASTM Des:C14. Joints shall meet the requirements of ASTM Des:C443, flexible compression joints using flexible, watertight rubber gaskets.
         c.   Cast iron sewer pipe - shall meet the requirements of ASA Spec. A21.6, Class 22. Fittings shall meet the requirements of ASA Spec. A21.10. Pipe and fittings shall be coated inside and out with coal-tar pitch varnish. Joints shall meet the requirements of ASA Spec. A21.11, flexible compression joint using flexible, watertight rubber gasket.
         d.   Polyvinyl chloride pipe (PVC) - shall meet the requirements of ASTM- D-3034 type PSM, SDR35 and shall be manufactured and supplied in accordance with UNI-3-81 (UNI-Bell Plastic Pipe Associated). All PVC pipe shall be installed in accordance with UNI-Bell specification UNI-B-5-79.
         e.   Ductile iron pipe - shall meet the requirements of AWWA C151-75, with AWWA C-111 joints used where minimum separation cannot be maintained between water and sewer lines.
      2.   Laying Pipe: Sewer service shall be laid on a uniform grade with a minimum slope of 0.63% and in accordance with the applicable portions of ASTM Des:C12, unless otherwise approved by the City Public Works Director.
Sewer trenches shall be of the minimum widths necessary to provide adequate working space for placing and jointing the pipe and for drainage of water. Mechanical excavation of trenches shall be stopped approximately three inches (3") above the final invert grade elevation, and the bottom third of the pipe barrel and provide uniform bearing throughout its length. Should the excavation be carried below the final invert grade elevation, the trench bottom shall be brought back to grade with granular material. Should rock be encountered, it shall be excavated to a depth of six inches (6") below the bottom of the pipe and the trench bottom brought back to grade with granular material.
The pipe may be laid in a continuous layer of sharp sand, crushed stone or gravel, as specified in ASTM Des:C12.
Pipe laying will be permitted only in dry trenches with stable bottoms. Should the materials encountered at the trench bottom be unsuitable for pipe bedding, such materials shall be removed and the trench bottom brought back to grade with granular material, or a concrete cradle placed as necessary to provide adequate bedding for the pipe.
Trenches and other excavations shall be properly shored, sheeted and braced in compliance with OSHA requirements to provide safe and adequate working conditions, to prevent shifting of material and to prevent damage to the work or to adjacent structures and property.
      3.   Backfill: All trenches shall be backfilled to the original surface of the ground. The time elapsing before backfilling is begun shall be subject to the approval of the City Public Works Director. In all backfilling, all compressible and destructive rubbish, organic material and refuse which might cause later settlement and all lumber and braces shall be removed from the excavated trench.
The backfilling around pipes shall be carefully done by hand and tamped to the top of the pipe. The remaining upper portion of the excavated trench may be backfilled by machine. The work shall be done in such a way as to prevent dropping of material directly on top of the pipe through any great vertical distance.
Trenches in or adjacent to walks, drives, and other paved areas and under existing structures and utilities shall be backfired with granular material. All other trenches and excavations shall be backfilled to the original grade with excavated materials.
      4.   Existing Septic Tank; Connection: Except as otherwise permitted by the City Engineer, connection to an existing septic tank system shall be made between the house and the septic tank.
      5.   Sanitary Sewer To Building Sewer; Connection: The connection of the building sewer to a sanitary sewer main shall be made at a "Y" branch and if no properly located "Y" branch is available, the owner shall, at his expense, install one of the following:
         a.   Sanitary sewer service connections to existing sewer mains shall be made with a tapping machine and saddle tightly secured to the existing sanitary sewer.
         b.   Sanitary sewer service connections to sewer mains twelve feet (12') or more in depth shall be constructed with a six inch (6") tee and riser and backfilled with select granular material or encased in concrete at the option of the City Public Works Director.
      6.   Elevation Requirements: The building sewer shall be brought to the building at an elevation not greater than thirty six inches (36") below grade level at the highest point of the foundation unless this requirement is specifically waived by the City Council, it being the intention of the City Council to require overhead sewers.
      7.   Excavation Guidelines: All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the City Public Works Director.
      8.   Discharge Prohibited: No connection shall be made to the building drain permitting the discharge of any storm water, surface water, ground water, roof runoff, cooling water or unpolluted industrial process waters to any sanitary sewer operated by the City.
   F.   Inspection: After installation of the building drain, but before backfilling of the trench, the City Public Works Director, or his designee shall be notified and shall promptly inspect the construction of the building drain. No trench shall be backfilled until the construction is approved.
   G.   Expiration Of Permits: No permit issued pursuant to this Section shall be valid for a period of time longer than six (6) months from the date of its issuance. Notwithstanding the foregoing, the City Administrator of the City may, upon application before the expiration of six (6) months from the issuance of the permit, extend the validity of the permit for an additional six (6) month period on such terms and conditions as he deems appropriate.
   H.   Cost Of Installing Building Drain: All costs and expenses incident to the installation and connection of the building drain to the sewer main shall be borne by the owner of the property. The owner shall indemnify the City for any loss or damage that may be directly or indirectly occasioned by the installation of the building sewer.
   I.   Violations: Any person violating any subsection of this Section shall be punishable by a fine not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00). A separate offense shall be deemed committed on each day or part thereof on which a violation occurs or continues or is permitted to occur or continue. (Ord. 0-87-19, 4-20-1986)
