8-2-2: PERMIT REQUIRED; EXCEPTION:
No person shall use the public streets and sidewalks of the City in conflict with any of the traffic ordinances, laws or regulations of the City, whereby normal pedestrian or vehicular traffic may be impeded, hindered or obstructed or in conflict with noise ordinances, laws or regulations of the City except upon receiving written permission from the Mayor of the City not less than forty eight (48) hours nor more than thirty (30) days before the parade.
It shall be unlawful to participate in any manner in a parade on the public streets or sidewalks as described herein prior to compliance with the provisions of this Chapter.
This Chapter shall not apply to:
   A.   Funeral processions;
   B.   A governmental agency acting within the scope of its functions;
   C.   Students participating in educational activities, providing such conduct is under the immediate direction and supervision of the proper school authorities and does not require stoppage of or interfere with traffic on a State highway. (Ord. 0-77-19, 6-7-1977)
