The owner or subdivider shall install storm and sanitary sewers, water supply system, street grading and pavement, alleys, crosswalks, public utilities, street lighting in accordance with applicable ordinances and standards of construction of the City.
No subdivision of land shall be approved without receiving a statement signed by the City Engineer, certifying that the improvements described in the subdivider's plans and specifications together with agreements, meet the minimum requirements of all ordinances of the City and that they comply with the following provisions.
