Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this title shall be fined not less than twenty five dollars ($25.00), nor more than seven hundred fifty dollars ($750.00) for each offense.
