4-8B-9: WATER CONNECTION TAP-ON FEE:
   A.   Special Service Areas: For those properties that are not located within a special service area established for the purpose of construction of a potable water system, and for those properties which are within such a special service area but which are wholly exempt from ad valorem real estate taxes, the water connection tap-on fee shall be as follows:

   B.   Properties In Special Service Areas Not Exempt From Taxes: For those properties that are located within a special service area and not wholly exempt from ad valorem real estate taxes, the connection tap-on fee shall be set forth in the ordinance establishing the special service area. If there is no connection tap-on fee set forth in the ordinance establishing the special service area, then the connection tap-on fee shall be as follows:

In the event any building or premises contains more than one dwelling or commercial unit, an additional permit fee of two hundred dollars ($200.00) shall be made for each such multiple unit.
   C.   Construction Costs: All applicants for water service shall provide and pay the costs of construction, both labor and material, of the water service from the main to the premises to be served. This construction work in connection with the water service shall be performed by a licensed plumber who has a properly executed bond on file in the office of the city clerk. The water meter shall be furnished by the city and a charge made to cover the cost of such meter as set forth below. For the connection charge, the city will inspect the water service to determine that the construction thereof is in accordance with specifications established by the city for the regulation of the water system.
   D.   Repairs/Replacements/Upgrades To Service Connection: For repairs to existing water connections, there shall be no connection fee. For replacement of an existing connection where there is no change in the size of the connection, there shall be no connection fee. For upgrades to an existing connection where the size of the tap-on connection is increased the connection fee shall be calculated by taking the amount of the increase measured in inches of diameter and multiplying the increase by twelve thousand dollars ($12,000.00). For example, an upgrade from a one inch (1") tap-on to a 1.5 inch tap-on would require a six thousand dollar ($6,000.00) connection fee (1/2 inch increase x $12,000.00). The city's regular building permit fees shall apply in addition to and regardless of whether there is a connection fee.
   E.   Subaccount Of Water Fund: The city finance department shall establish a ledger account for the development of the city's water system which shall be a subaccount of the city's water fund, for the deposit of all connection tap-on fees connected pursuant to this section. Funds deposited in this account shall be used solely for the construction, alteration and enlargement of the city's water system. (Ord. 0-10-18, 7-12-2010)
