The minimum fee for any permit to alter, remodel, repair or underpin any residential building, accessory structures or parts thereof as required by this chapter, shall be one hundred twenty five dollars ($125.00) provided the valuation of the work authorized by said permit does not exceed ten thousand dollars ($10,000.00). The fee for any permit to alter, remodel, repair or underpin any residential building, accessory structures or parts thereof if the valuation of the work authorized by the permit exceeds ten thousand dollars ($10,000.00) shall be as proscribed in subsection A2 of this section.
A. Single-Family And Multi-Family Residential Building Permits:
1. Additions: Addition permits shall cost one dollar fifty cents ($1.50) per square foot of the addition. For the purposes of permit fee calculation, "addition" is defined as square footage outside the original structure.
2. Remodeling: Remodeling permits shall cost one hundred twenty five dollars ($125.00) for the first ten thousand dollars ($10,000.00) of valuation plus fourteen dollars ($14.00) for each additional one thousand dollars ($1,000.00) of valuation or fraction thereof.
3. New Construction: New residential construction permits shall cost one dollar forty cents ($1.40) per square foot. This section shall not include the attached garage footage in the calculation.
4. Demolition: Demolition permits for residential buildings shall be for interior demolition shall be two hundred fifty dollars ($250.00); demolition of structure fee shall be five hundred dollars ($500.00).
B. Commercial Building Permits:
1. Industrial Or Commercial: New industrial and commercial construction permits shall cost two hundred dollars ($200.00) for the first ten thousand dollars ($10,000.00) of valuation, plus fourteen dollars ($14.00) for each additional one thousand dollars ($1,000.00) of valuation or fraction thereof up to one million dollars ($1,000,000.00). Thereafter, the fee shall be nine dollars and fifty cents ($9.50) for each one thousand dollars ($1,000.00) of valuation or fraction thereof for valuation in excess of one million dollars ($1,000,000.00) and less than five million dollars ($5,000,000.00). Thereafter, the fee shall be seven dollars and fifty cents ($7.50) for each one thousand dollars ($1,000.00) of valuation or fraction thereof for valuation in excess of five million dollars ($5,000,000.00).
2. Industrial Or Commercial: Remodeling of industrial or commercial construction permits shall cost two hundred dollars ($200.00) for the first ten thousand dollars ($10,000.00) of valuation, plus ten dollars ($10.00) for each additional one thousand dollars ($1,000.00) of valuation or fraction thereof up to one million dollars ($1,000,000.00). Thereafter, the fee shall be eight dollars and fifty cents ($8.50) for each one thousand dollars ($1,000.00) of valuation or fraction thereof for valuation in excess of one million dollars ($1,000,000.00) and less than five million dollars ($5,000,000.00). Thereafter, the fee shall be six dollars and fifty cents ($6.50) for each one thousand dollars ($1,000.00) of valuation or fraction thereof for valuation in excess of five million dollars ($5,000,000.00).
3. Demolition: Demolition permits for industrial and commercial buildings and accessory structures shall be: interior demolition fee shall be three hundred dollars ($300.00) demolition of structure fee shall be one thousand dollars ($1,000.00).
C. Not For Profit Organization Fees: Fees for not for profit organizations that are approved and registered pursuant to applicable state and federal statutes shall be sufficient to cover the city's out of pocket costs only. Out of pocket costs relate to payments to service providers necessary for project review, inspection and completion.
D. Valuation: An applicant for a commercial or remodeling building permit shall give the estimated cost of the proposed improvement, but for purposes of establishing the valuation, the building department shall use the most recent copy of the "Means Square Foot Costs" on file in the building department.
E. Outside Consultant: In the event the city is required to utilize consulting, engineering, inspection or legal services in the review of any building plans or construction drawings, or in any phase of a permitted project, the applicant shall be required to reimburse the city for the actual costs incurred by the city for those review services. This provision shall be read as a fee in addition to other fees charged pursuant to a permit issued under this code. The City will add a ten percent (10%) administration fee to all outside consulting service fees.
F. Engineering Plan Review: The city engineer will determine if construction within the city limits will require a site engineering plan review. If a site engineering plan review is required, the cost of said review shall be set forth in the following table:

G. Penalty For Building Projects Without An Approved Building Permit: The penalty for building without a permit is set to a minimum of two hundred fifty dollars ($250.00) or the cost of the permit, up to seven hundred fifty dollars ($750.00), whichever is greater. This subsection requires the violator to: pay the permit cost, the penalty, and stop work until the building department approves a building permit for the project. Such approval will occur within a reasonable time, within the confines of seasonal demand for services, holiday schedules, and building code regulations. The project may commence when the permit applicant has received approval and paid necessary fines and fees.
H. Penalty For Noncompliant (Failed) Reinspections: The penalty for failure to pass a reinspection shall be seventy five dollars ($75.00). This reinspection fee shall be paid prior to scheduling another reinspection. Any subsequent reinspection for same shall be an additional one hundred dollars ($100.00) per reinspection until approved. (Ord. 0-03-09, 3-17-2003, eff. 3-27-2003; amd.
