4-1-4: MINIMUM HEATING STANDARDS FOR RESIDENTIAL BUILDINGS:
Every owner or manager of any residential building with two (2) or more dwelling units located within the City shall maintain, or otherwise make available for optional use by any tenant or occupant, sufficient heat for a minimum temperature of sixty five degrees Fahrenheit (65°F) in all habitable rooms, bathrooms and hallways located within each dwelling unit at all times between October 1 and April 30. Should the outside temperature fall below fifty degrees Fahrenheit (50°F) at any other time of the year at the official weather station at O'Hare Airport, the provisions of the previous sentence will apply.
It shall be the duty of the building official to enforce the provisions of this section. Any owner or manager of any building or part thereof that is found to be in violation of the provisions of this section shall be subject to a penalty of not less than twenty five dollars ($25.00) nor more than seven hundred fifty dollars ($750.00) for each and every offense and a separate offense shall be deemed committed on each day a violation occurs or continues to exist.
